#85 Popup notifications not always visible

Some events are displayed in the green notifications popup (top right corner). However this popup is not always visible unless we scroll the page.

E.g. try creating a new account from the front page.

    This seems to be a regression from the original Allura - check osp-staging2.aws.atnog.av.it.pt.

    Retracting my previous statement, This issue only occurs in some pages, e.g. it works fine in the Admin/Tools pages (perhaps because its pure Js). It does not seem to work after a POST (when creating an account or posting message).
