[#1406] Split the requirements.txt file into 3 components.

  • requirements.txt, used for production and sandbox installs, processed by means.
  • requirements-dev.txt, used by local installs that don't have forge-classic, uses pip install -r requirements-dev.txt
  • requirements-common.txt, used in both scenarios and included by both of the above files
