[#1807] minimize bootstrap project/user creation

This is a slow part, called in the setUp of every single functional
test. So separate default users & projects, from the ones used
in testing. Corresponding test updates of course. And of necessity
of this change, make the 'allura' project in /nf/admin configurable.
