FORGE-137 - add ticket diff -- adds items to feed, nowhere else

This commit includes
- code to put a ticket diff in the RSS/Atom feed
- test

Longer-term, I think we probably need to expose the feeds on artifact pages as a
"cheap" way to do history. For right now, this is just a discoverable feed.
