[#1029] Add a 'skip_mod_date' session flag to skip touching mod_date.
This is needed at least for migration. The flag lives in artifact session,
like existing disable_artifact_index flag. Set the flag while performing
aertifact (back)referencing calculation, again, to not hamper imports.
