Steps:

Go to an issue > Post comment > press delete comment button.

403 Not Authorized. Should be authorized for own comments, correct?

    Confirmed, Allura is requiring the Moderate permission to delete your own replies - and the default behaviour is that only Developers have that permission.

    You can still edit your own posts though.
